The word "sneer" from the passage indicates that the face on the statue is showing contempt.

In the poem "Ozymandias" by P.B. Shelly, Ozymandias is an insensitive, haughty, self-obsessed and arrogant ruler who believed that he was the greatest king ever. He gets a statue made to immortalize himself to the future generations. However, his statue does not stand the test of time but the art of the skilled sculptor does and even in the shattered face of the statue one can make out the cold, heartless and arrogant look of the ruler.
