In simple words, Rousseau stated that the popular demands of the citizens should not be dictated by the political leaders. He operated in an immediate democracy wherein all had voted to reflect the common desire and to render the rules of the nation. Rousseau had such a small-scale society in sight, a city-state including his ancestral Geneva.
