A reference point is a starting point you choose to describe location, or position or object. A description of position depend on a reference point because if the reference point changes than the distance can ALSO change.
I think you are referring to Shakespear's Love in Twelfth Night then he is simply suggestine that love is a balance of two things, romance and critical thinking. This is because Shakespeare crafted the story through a defined combination of the two opposing terms.

I think that Dickens meant to show that the world cant hide from laughter or good humour. If you see someone laughing you tend to laugh too. If you heart a funny joke you laugh at it. This world isnt just filled with nasty its also filled with fun.
