It is supposed to mean that it is fine to speculate about ideas that seem easy, but you have to remember that you have to get there first. What I mean is that if you want an end result of a bell on the cat, first you have to tie it on.

Explanation:

The mice and the cat is a classical fable that teaches two main morals. First, it talks about the breach between ideas and their feasability. Second, it talks about the experience of the elderly.

The young mouse has the perfect solution for all the mice's problems. The bell will guarantee 100% that the cat's presence will be heard thus allowing all the mice to hide on time. No doubt about it! but the imposible part is to bell the cat, who in their right mind or capability would try such a thing?

On the other hand, the yound mouse and their fellows can't contain their excitement about the bell around the cat's neck and they began supporting it. All of them are brought back to reality when the eldest mouse claims 'great idea, but who will bell the cat?'. Age brings experience and common sense, two very important aspects in Ancient Greece society.

The Compromise of 1790 was a compromise between Alexander Hamilton and Thomas Jefferson with James Madison where Hamilton won the decision for the national government to take over and pay the state debts, and Jefferson and Madison obtained the national capital (District of Columbia) for the South. Hamilton's plan was to retire the old depreciated obligations by borrowing new money at a lower interest rate.
