In the same year, he tried to march on Washington, but his troops, inferior to the ones of the north, were defeated in Gettysburg, Pennsylvania. On 6 February (1865), he was appointed commander-in-chief of the entire Confederate army.

It was basically a commitment by the USA to check the spread and territorial expansion of communism which was being spearheaded by the Soviet union which was a rival superpower during the cold war era. Under the policy, the USA committed to assist any nation that was in need of help to check communism spread.
