Also, the Treaty attempted to prevent a second World War by making Germany have a troop limit and making them unable to use any military technology such as tanks or planes.

To be completely honest, the answer I gave you is true for the people who made the Treaty, but not for the people who saw its aftermath. The Treaty of Versailles caused in some part the Great Depression of Germany because it forced them to rely on American loans to pay off their debt.
