The line belongs to Theodore Roosevelt's speech " The man with the muck-rake" given in 1906. Roosevelt is criticising what some journalists have done: to criticise his government, mainly. So, in his opinion , the journalists or people who laugh at the dishonesty of a public man are empty -headed - vacant mind-. If there is nothing in their minds, they will be unable to feel. The fact they are empty headed has stopped these people from developing any good emotion. For Roosevelt truth and love are examples of high emotions. The people he is angry with cannot love or tell the truth.
