choices and decision making, it is a poem who tackles about deciding which road
to take which path to follow. It is traveling through a road that your decisions

This rule applied for the House of Rep where the amount of congressmen per state was based on population (favored by the south) , while the senate only allows 2 senators per state (favored by the north).
