in third person omniscient narration the narrator has a gods eye view of the story and is privy to all characters thoughts as well as knowledge of the past and future. Then there's third person limited when the narrators innately tied to it then that's how you will know.

I would say an unreliable narrator because that kind of narrator is the best at keeping secrets from the reader. If that's not an option, then a restricted narrator because they only know a limited amount of information.
I'd say probably when the person you are contacting prefers communicating via call or text or another form of messaging. For almost anything professional or business related, it would be appropriate and acceptable to email.
