The Soviet Union was governed and controlled by the Communist Party and the soviet union as at that time was a one party state, Moscow was the capital. The Union Republics were the executive units that subordinated straightly to the Government of Soviet Union. The Union comprised of 15 Soviet Socialist Republics; some of the Union Republics were additionally subdivided into different Autonomous republics later on.

The independent republics were established for specific nations. Whereas the Political or executive divisions of the US are numerous entities that collectively form the U.S. The United State is subdivided into the state. As per the several verdict of the United States Supreme Court, the United States and the 50 individual states as a whole are each autonomous authorities.

Each state governments in the U.S may enforce its own distinct laws but they are not sovereign in the Westphalia International, which states that each and every state has authority and control over its land and domestic affairs but they can't interfere in another states domestic affairs.

Additionally, each state in the U.S doesn’t have international legal authority. What this means is that they don't get recognition by the other countries for example Germany, France, and the Great Britain nor do they have full interdependence powers. This means that they can’t have power over the movement of individuals across the state borders.
