I’m not exactly sure but i would say letter C. A governments main purpose is to help establish rules and control so order is maintained. without a government, everything would turn into chaos.

Authoritarianism is the principle of blind submission to authority which aids in the opposition of individual freedom of actions as well as thoughts.
