The importance and the purposes of oversight is  Streamlining committee structures or responsibilities would reduce this negative aspect of oversight. Congressional oversight has an important positive role, especially regarding intelligence, but one that a change to committees would do little to enhance. This is done through the process of check and balances which is the principle of the government under which separate branches which are the executive, the judiciary and legislative are empowered  to limit the powers of each other. In this way it prevents oe of the branches to be more powerful than others.
