First, let's convert 2 \frac{4}{9} to a fraction instead of a mixed number.
To do this, multiply the whole number by the denominator, then add the numerator. That's your new numerator, the denominator stays the same. 

9 x 2 = 18
18 + 4 = 22
\frac{22}{9}

Now when dividing fractions, multiply the first fraction by the reciprocal of the second fraction. (the reciprocal is the upside down version of the fraction)

\frac{22}{9} *  \frac{9}{11}
22 x 9 = 198
9 x 11 = 99

\frac{198}{99} (simplify:) 2

The answer is 2 :)
