Along with this, the Union had to take into consideration which individuals would be able to hold office, as many of the Confederate officials whom they defeated held significant power in the Southern states right before the end of the war.

2) How was the Southern economic infrastructure going to be rebuilt?- The Confederacy was going to be forced to accept that idea that slavery would no longer be allowed in their states. This would completely change their economy, as slave labor allowed for the generation of tremendous profits.
