   77.90 + x
subtract 77.90 from both sides
x < = $ 37.10 is the most she can spend on a skirt

2.  -5 -2(3x - 4) = 21
add 5 to both sides
-2(3x - 4) = 26
distribute the -2
-6x + 8 = 26
subtract 8 from both sides
-6x = 18
divide both sides by -6
x = -3

3.  5x + 8 = 6x - 7
subtract 6x from both sides
-x + 8 = -7
subtract 8 form both sides
-x = -15
divide both sides by -1
x = 15
