The biggest concern to the people of Rome would be the inability to depart or go out to the sea as the foreign navy has blocked the ports. Rome's exports wouldn't be able to shipped out as well and trade barriers would be set up, preventing the citizens of Rome from trading, thereby decreasing their source of income.
