It requires wisdom and understanding of justice. It also requires a long term vision towards which an empire´s population must be led to in order to improve their life and progress. There are many challenges that an empire´s leader faces, among which maintaining stable borders and a strong army outstand. Another challenge is the ability to establish peace terms with other neighboring empires or kingdoms for their own wellbeing and safety.
