The New Jersey Plan was a proposal for structuring the government presented to the Constitutional Convention of 1787 by William Paterson. Edmund Randolph was the governor of Virginia and he refused to sign based on that the document lacked enogh checks and balances, leaving too much power to Congress.
Lincoln’s argument in response to the South’s compact theory was that African American people are people, all the same, no mater the color of skin. And later fallowed the Emancipation Proclamation.

They practiced the laws and beliefs of their religion, and those who failed to remain aligned with the religion were lost or abandoned. The vibrance of the Jewish community remained intact as they organized to pray and study and worship together while keeping close to their heart the covenants and promises of God that declare that Judaism and Jews will never die from the earth.</span>
