You need to know the difference in change between .40 and 7.25, which is 6.85, then you divide the change in price by the original amount, so you do 6.85/.40, which is 17.125, then multiply by 100 to get percent and you get 1712.5% increase.

              =27÷2
            = 13.5

Part 4:
3rd quartile is the median of the upper half which comprises of; 
18, 18, 20, 20.

3rd quartile = (18+20)÷2
                  = 48÷2
                   = 19

The maximum of the set of data is 20.
