Answer:

As the south asia conflict extend for nearly a decade the during the 60's the congress passed the <u><em>war powers resolution </em></u> in 1973. With this the powers of commander in chief were reduced for the president as he had to ommunicate to Congress the use of troops within 48 hours. The congress also determined that the troops had to be removed for any territory if after 60 days  the Congress has not granted an extension.

After the 9/11 the congress passed the Authorization for Use of Military Force Against Terrorist which enables the president to  “all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committeed, or aided in the Sept. 11 attacks."
