The Balkan nations are currently capitalist, not communist, so the first statement is correct. Further, they do have internal conflict, for example between the Bosniak and Serbian population in Bosnia. They also attract foreign investment.
India is extremely overpopulated which can cause issues such as homelessness because they simply don't have enough room to house everybody. It can cause starvation because they only have a certain amount of food to give.
