Answer: Somos Mexican Initiative aimed to ease the reimagration of mexican nationals.

Explanation:

Other than some minor programs that are set up mexico has never really had a strong set policy on immigration. And is known for being a highflow immigration country. The only other set initiative is the Act passed in 1974 that is The General Law of Population which focused solely on enforcing criminal penalties for immigrants entering or staying in the country without authorization.
