I think societies need laws because if we had no laws people would steal, kill, kidnap, etc.. I think laws kind of put a warning to societies to at least warn someone if they do wrong they'll get punished. I think life would be bad chaos if we had no laws governing our behaviors. I don't know if there were any options, but something that is at heart of a democracy is popular sovereignty: the belief that the power is in the hands of the people.
In a representative democracy those people are represented by some people chosen, to make the democracy easier to work.
