Generalissimo Francisco Franco was definitely a dictator in Spain because:
- he seized power by force after defeating the Republicans (advocates of democracy) at the end of the Spanish Civil War in 1939
- he never relinquished power until the day of his death, in 1976
- he ruled advised by a council, but he always had the last word
- he suppressed the freedom of speech and many other individual rights during his rule
- he persecuted all dissidents (people opposing his ideas and government style) and had them imprisoned, exiled or executed
