So an easy way is to make it into slope intercept form y=mx+b (not nessecary by helps)

6x-y/2=14
6x=14+y/2
6x-14=y/2
y/2=6x-14
y=12x-28

just plug in the values and 
(-9,3)
3=12(-9)-28
3=-108-28
obviously wrong

(2,-4)
-4=12(2)-28
-4=24-28
-4=-4
seconone is correct so then answer is B (the first is not a solution, but the second is)

6(-9)-(3)/2=14 => -54-3/2=14 => -55 -1/2 = 14
