There was a period were the role between each gender is predetermined.

Men as provider, and women as the nurturer.

This create an unbalance power between men and women, creating a male dominant human society in which men became the leaders and women has to follow

now, as the equality between sexes started to exist, women also could played the role as the provider creating a society in which women also could became the leaders

Before magna Carta, the monarchies can even ordered civilians to be executed without any trial. After the Magna Carta, the monarchies'  power became extremely limited since they can be punishable by law if proven to abuse their power.
