The most basic definition of fertile is "being able to produce offspring". In humans this means being able to have children, and in other species, such as plants, it means being able to reproduce: by producing seeds for example.

This was due to the fact that there was a lot of land which was unaccounted for and many leaders wanted people to own land without owning slaves. The requirements were easy: residency in the United States, 21 and up or head of a family and anyone who had never taken up arms against the United States.
