In these lines, Franklin tells us that when Native Americans come into the settlers' towns, they are often made uncomfortable by curious settlers that stare at them and get in their way. Franklin says that, even though the Native Americans are just as curious, they satisfy their curiosity in much more polite and controlled ways.

Franklin is talking about how the settlers are looking at the Native Americans when they come to their towns, they look at them openly and rude as the Native "desire to be private". The Native Americans do not wat to feel different and out of place.
