In December of 1775 George Washington wrote a letter to Colonel Henry Lee III, in which he stated the tide of war would be decided by which army could armed the "blacks" the fastest.

This measure was taken right after Lord Dunmore's (at the time Royal Governor of Virginia) proclamation of providing freedom to the slaves if they fought for the loyalist army, and so in fear that some of the black soldiers would turn to the other side George Washington issued orders to reenlist in the all the free blacks who had already served in the army.

In 1776 Congress agreed to Washington's orders and allowed all blacks who had served in the army to reenlist.

Some of the steps to follow to make sure that the children understands the rules properly are :

Explain them the rules why they are important to us.
Repeat the rules regularly to the children so that they remember them and follow.
Make sure to involve the children while telling them the rules.
Make a chart of the set of rules which is children friendly and easy to follow.
We can also make a video of the rules.
Posters can also be made to explain them the rules.
Create some activities involving children so that they learn how and where to follow the safety rules.
