The two triangles are not congruent because we do not know if the third sides of both triangles are congruent. We can see that the first and second sides are congruent to their corresponding sides in the 2nd triangle. However, if we do not know that the third side in the first triangle is congruent to its corresponding side in the second triangle, then we cannot conclude that the two sides are congruent.
