Explanation:

A lot of computers have only USB 2.0 ports and does not have a USB 3.0 port, so when a USB 3.0 deice is connected a USB 2.0 port it does not work as expected.

As the USB 2.0 offer signaling rate of 480 megabits per second as maximum but on the other hand USB 3.0 offer a signaling rate of  5 gigabits per second. The transfer rate depends upon using the port and device of same index. This means when a USB 3.0 is attached to a USB 2.0 port it will not give the transfer rate as 5 gigabits instead the rate will be that as offered by USB 2.0 port.

The only difference between the two port, USB 2.0 and USB 3.0 physically is that USB 3.0 is colored blue while USB 3.0 port is black in color.

Well known and reserved ports are two different things. Well known ports only need a registration with IANA. Reserved ports, on *nixes, requires root for a deamon to bind to the port.
