Answer:  The 1st decision that had to be made was whether the men wanted to revise the Articles of Confederation or start all over. After much debate, the decision was made to start all over. The second plans were they would make a House of Representatives, and that the other legislature would be equal in number to all the other states: the Senate. Each state gets 2 Senators. They made there decision after '' Shays Rebellion'' broke out in 1786. The founding Fathers agreed to meet and talk about it.
