As I recall, without looking it up, it seems to me that ANY amendment to the Constitution of the USA requires ratification by three-fourths of the state legislatures, and if it doesn't get them, then it's not amended to the Constitution.

Answer: hello, and no i dont think they had the right, the crowd was unarmed, all they had were sticks and rocks, while the soldiers had guns and weapons, which obviously meant the soldiers had the higher advantage, and they also killed some people in the crowd
