I solved this question by the process of elimination:

1. A very possible answer because it doesn't use strong wording like "will" or "must" or "always". I'll save this answer for later and read the other possible answers.

2. This answer may be true but isn't the only thing that happens. I'll cross this one out.

3. This makes no sense and is trying to trick the reader with fancy language. Plates do not form before the faults do.

4. Earthquakes don't "develop" on the surface of the earth. They do happen with stress built at fault-lines, but not always. I'll cross this one out too.

Number one seems to be the correct answer as it makes the most sense in the context of the question as well as in its content. It is completely true that energy may be released with continuous stress on faults in the form of kinetic energy or other forms like sound.
