The government of mexico provided easy and not strict at all land grants to the people who were ready to settle in Texas making the immigration very easy for people.

The government was doing this because it had to protect it's country from the foreign invaders so it wanted to increase the number of it's citizens. Geographically also Texas is the second largest state in the united state so it could hold a large population.
