Doctors Without Borders is just that. Doctors travel where the greatest need is. A great example is all the doctors traveling to New York to assist with Coronavirus. They may travel to countries with little or no resources so they have to use what they have. If you have ever watched the show MacGyver the lead character would make whatever he needed out of whatever was in the room he was in. These doctors have to think out of the box. Usually the doctors travel to third world countries where medical care is not readily available.
