Explanation:

Initially, the Vietnam war obtained a positive acceptance from the public, since at that time the government framed the war as an effort to spread the influence of Soviet Union in South East Asia.

But the war lasted longer than expected.

It resulted in around 2 million deaths on both sides. Large portion of it was innocent civilian in vietnam. (since vietnam was the battleground, many of them caught in crossfire)

The government also had to spend a lot of money to military budget. This cut out the fund that can be allocated for welfare programs. In the end, many economists believed that the war contributed to the economic inflation in late 1960s

(Not exactly sure about the answer) The Congress would have to bring treason against the president, because of the fact that the president went against the countries rules by taking a bribe that could've been related to helping another country. The responsibilities of the Reps. and the senate would have to be, to give the president the punishment of impeachment.
