I would say it is B, “The North Koreans are proud of how they are using the book.”

The reason why I say this is because the question is asking you to “draw conclusions” in other words, summarize.

It cannot be A because the excerpt those not mention the Dutch’s reaction to the North Koreans use of the book. Whilst C is talking to you about how Americans ‘should feel’, completely ignoring what the passage was about- Dutch and N.K.
D is telling you that they are allowing more people into North Korea, however that statement contradicts the passage since it is clearly stating that the Western reporters are rarely let in.

B would be the only that makes sense since they are willingly letting in the Dutch, since the Dutch is claiming that they want to see how he/they are using “The Diary if Anne Frank,” first of all, if you feel as if to hide something- especially in a place a communist as North Korea, you will not let anyone in unless you feel proud of what you are showing to the public.
