I believe the correct answer is a comfortable place for discussion.
It's not A or B, because there are no indications of the weather in the excerpt, so there is no way to deduce whether it is summer or wintertime. D is also incorrect because Gulliver is only explaining what the English Parliament is, which leaves us with C as the correct answer.
