But with a side note that that executive branch is still held accountable to its legislature. It's possible in parliamentary government that the head of the states is not the head of the government

In contrast, the Arabic Empire was ruled through <em>Sharia (divine law </em>in Arabic), or the law stemming from the sacred book of Islam, <em>Quran</em>.
