Two differences we can find between a U.S. state and a U.S. territory is that residents of US states can vote in presidential elections, while residents of US territories cannot and that US states are directly administered by state governments, while US territories are administered by the federal governement.

Shortly after (a couple of days) Germany declares war on Russia, and then after Serbia's ally invaded France, that pushed Great Britain to declare war on Germany.
