Communicative means to be vocally expressive, while withdrawn is synonymous to the words "shy" and "reserved". Therefore the two are antonyms (opposites).

I believe they are antonyms.

Antonyms mean they that have opposite meanings. 
Synonyms mean that they have exact or similar meanings.
