It is the time that the regions and the areas in the soviet union needs some kind of reforms, some kind of changes for the betterment and the welfare of the region and the area. I will be very happy to tell you that the person who is going to form these reforms, institute these would be me. I want to take the initiative for this.
Simple definition in my own words would be to build relationship with someone, For example social studies or History, the colonists would take helps from the natives which is example of alliance, which is to build a relationship with someone or some people that you are not used to and/or don't know.
