Romeo and juliet what is meant by she speaks yet says nothing

Romeo is saying this in Act 2, Scene 2. Obviously Juliet is on her balcony and she doesn't know Romeo is out there and that he see's her. I think this is conveyed as, her beauty speaks and the way she places her self speaks louder than any words could you know?
