आयोग का उद्देश्य – भारतीय संविधान ने अपने नागरिकों के इंसान की तरह सम्मानपूर्वक जीने का अधिकार प्रदान कर रखा है। इंसान, इंसान ही होता है हैवान नहीं हो सकता, फिर भी हमारे देश का एक वर्ग इंसान को हैवान की तरह बांधने, बांधने के बाद छोड़कर हंकाने और कभी-कभी इंसान के सम्मान को छोड़कर बाकी सभी सुख-सुविधाएं उन्हें मुहैया करने के पक्ष में है। अब तो इस मशीनी युग में सारा काम मशीन से किया जाता है और उन मशीनों को चलाने वाले इंसानी दिमाग होते हैं। इस मशीनों का मालिक मशीनों को ठीक-ठाक रखने के लिए इसके रख-रखाव पर ठीक-ठाक खर्च करता है, उसी तरह इस मशीनी युग से पहले जब हमारा समाज जानवरों पर निर्भर करता था, खेती से लेकर ढुलाई तक काम और उससे पहले राजा महाराजा लड़ाई में जानवरों का इस्तेमाल किया करते थे। राजाओं की सेना में घोड़ों और हाथियों के अस्तबल हुआ करते थे और उनकी देखभाल के लिए भी इसी तरह के इंसान लगाये जाते थे जिस तरह आज मशीनों की देखभाल के लिए लगाए जाते हैं। खेती और ढुलाई का काम जानवरों से लेने वाले लोग भी जानवरों की देखभाल इतनी करते थे कि एक-दूसरे में होड़ लगती थी, किसका जानवर कितना अच्छा और मजबूत है। आज हमारा कारपोरेट पुराने राजाओं और खेतीहरों की तरह जानवर की जगह इंसान पाल रहा है और ये पालतू इंसान बहुत खुश होता है, कार्पोरेट से अच्छी सुख-सुविधाएं प्राप्त करके।
