(3xy^-5)^3= 27x^3y^-15
(x^-2y^2)^-4= x^8y-8
So the fraction is (27x^3y^-15)/ x^8 y^8= 27 x^-5y^-7
and the whole thing to power of -2 equals to x^10y^14/ 729
