It was mostly like the first. questioning the practice and teachings of God and telling people that they didn't need to go to church , that they could preach in thier own homes. they could beg for forgiveness on thier own .
The reason that they were was because of FDR famously holding four terms in office, presumably because it would be a poor example for a democratic nation to have a single elected leader for such a long period of time. There are probably multiple arguments both for and against allowing multiple terms in office, however.
