No enforcement of laws and weakness. The government hoped to avoid other states fighting each other since at the time there was no regulation of taxes, laws, trade, etc. States had their own currency. The Articles of Confederation failed tremendously. The hoped to avoid the downfall of the articles of confederation and war between the states.
