Before the test that Penelope has prepare the suitors are all in Odysseus' home, they start eating the food and drink the wine, Telemachus apologize with Athena for the suitors behavior and she when looking up for her father, on regards the suitor behavior Eumaeus' explanation is that they have no fear of the gods.
