The speaker of "Hanging Fire" is a fourteen year old girl, the poem is not very specific though, it can be taking place anywhere. The speaker jumps between topics a lot, but mainly she is worried about teenager stuff, and the other more impotant stuff in her life: death.

Henry Reed change the tone of the graduation ceremony when he, after he has delivered his address to the class, started singing the "Negro National Anthem" (it was banned from being sung at public events) Anyway, people join Henry voice and started singing as well.
